Why France and Italy Are Compared

For Indian families looking at Western Europe but ruling out the higher costs of the UK and Netherlands, France and Italy are the natural shortlist. Both run public university systems at low tuition. Both accept Medium of Instruction at many institutions. Both have a few globally ranked institutions (HEC, Sciences Po, INSEAD, Bocconi, Politecnico Milano, Sapienza).

The difference between them is procedural. France filters every Indian applicant through Campus France. Italy filters every applicant through Universitaly pre-enrolment and a credential evaluation step. The two processes reward different planning approaches and produce different timelines.

France - Campus France and the VLS-TS Long-Stay Visa

Operational Insight

Campus France is the controlling gate. The interview is not optional. Officers assess motivation, course-background fit, and post-study career plan. Generic answers do not pass. The Etudes en France record from Campus France is then attached to the VLS-TS application at VFS. This is why French Master applications take longer to assemble than the visa stage alone suggests.

Italy - Universitaly Pre-Enrolment and the DoV Gate

  • Complete Universitaly pre-enrolment on the official portal (preiscrizione) - deadlines vary by institution, earliest closes 30 April 2026 for 2026/27 AY.

Universitaly is the centralised portal for non-EU pre-enrolment. The earliest deadline for the 2026/27 academic year closes 30 April 2026 at some universities. Without completing pre-enrolment on Universitaly, no Italian consulate will process a Type D application.

The DoV (Dichiarazione di Valore) is the credential validation step. Most Indian institutions are not Italian-system equivalents at face value, so the consulate or CIMEA Centre issues a Declaration of Value or Statement of Comparability that establishes how the Indian degree maps to Italian levels. This step takes 4 to 8 weeks and is the most often underestimated timeline in Italian applications.

France

Public universities and Grandes Ecoles typically accept MOI letters at admission for English-medium Master programmes. Campus France considers it during interview. Indian applicants from English-medium undergraduate institutions with a clear MOI letter from the previous institution generally clear the language step without an IELTS.

Italy

Italian universities including Politecnico di Milano, Bocconi, Sapienza, University of Bologna, and University of Pavia accept MOI letters for admission to English-medium programmes. The consulate at the visa stage rarely contests MOI acceptance once the institution has admitted on that basis.

The practical reading: both countries are MOI-friendly for admission. France carries an extra interview step where the language demonstration is in-person. Italy is the smoother MOI pathway for PG applicants confident in English but without IELTS.

Age Guidance Reality - The 2026 Position

Earlier guidance suggested France applies a 25-year age cap for Bachelor and 25 to 30 for Master. The current legal position is clearer: France has no formal upper age limit at the institution level, and Campus France assesses motivation case-by-case for applicants beyond the typical age band.

The practical reading for 2026: under 25 for Bachelor and under 30 for Master is the path of least friction. Older applicants need stronger evidence - documented work experience, clear career link, structured Campus France interview preparation. Italy applies no equivalent age guidance.

France APS vs Italy Post-Study Permit

France - APS (Autorisation Provisoire de Sejour)

Indian Master graduates of recognised French institutions receive APS for 12 months, renewable once for a total of 24 months under the 2015 bilateral agreement. RNCP Level 7 Master and Licence Professionnelle holders qualify. During APS the graduate can work full-time, part-time, freelance, or start a business. Upon securing employment at 1.5x SMIC (approximately EUR 2,827 per month in 2026), APS converts to Salarie or Passeport Talent residence permit.

New from 2026: APS conversion to a multi-year residence permit requires demonstration of A2-level French, even where the degree was English-taught. This is a meaningful change for Indian graduates planning the long-term France pathway.

Italy - Permesso di Soggiorno per Attesa Occupazione

Italian post-study residence permit is approximately 12 months. The conversion path to employment is less structured than France APS, and the Italian job market for English-medium graduates is concentrated in Milan and to a lesser extent Rome.

The Dichiarazione di Valore (DoV) is the Declaration of Value issued by the Italian Consulate that validates a foreign academic credential within the Italian education system. Processing typically takes 4 to 8 weeks. As an alternative, the CIMEA Centre (Centro Informazioni Mobilita Equivalenze Accademiche) issues a Statement of Comparability that many Italian universities now accept in lieu of the DoV.
