What Free Education in Germany Actually Means

German public universities do not charge tuition fees for most undergraduate and postgraduate programs. This applies to international students including Indians. However, free tuition does not mean zero cost.

Every student pays a semester contribution fee of approximately EUR 150 to 350 per semester depending on the university and state. This covers administrative costs, student union membership, and in many cases a public transport semester ticket.

Beyond this, you need to fund your living expenses, health insurance, accommodation, and the mandatory blocked account. The total real cost of studying in Germany for an Indian student is between USD 8,000 and USD 28,000 per year depending on the city and lifestyle. The tuition saving is real but the total cost is not negligible.

Private universities in Germany do charge tuition fees, typically EUR 10,000 to EUR 20,000 per year. This page covers public universities only.

The New 70 Percent Rule - What Changed in 2026

This is the most important update for CBSE students in 2026.

Starting from Winter Semester 2026/27, APS India requires a minimum of 70% overall in Class 12 board examinations for Indian students applying for undergraduate programs in Germany. This rule became effective March 15, 2026 and applies across CBSE, ICSE, and all State Boards.

Before this change, the threshold was 50%. The increase is significant and has blocked a large segment of applicants who would previously have qualified.

Transitional note: Applications submitted to APS before March 15, 2026 were assessed under the old 50% criteria. This transitional window has now closed. All applications from March 15, 2026 onwards require the 70% threshold.

If you have below 70% in Class 12: you are currently ineligible for the APS certificate for undergraduate study in Germany. Without APS, a German student visa is not possible through the standard pathway. This is not a soft barrier. It is a hard stop.

What this does not apply to

  • Master's programs. The 70% rule is for Class 12 results only. If you are a graduate applying for a Master's in Germany, your undergraduate percentage and IELTS are the relevant criteria, not your Class 12 score.

The APS Certificate - The Real Gate, Not the Percentage

The Academic Evaluation Centre, known as APS India, is a German government body that verifies the academic credentials of Indian students before they can apply for a student visa. The APS certificate is mandatory for all Indian students applying to German universities.

The 70% threshold is an APS requirement, not a university requirement. A university may admit you with 65%. But without the APS certificate meeting the 70% threshold, you cannot get the visa.

Start this process before applying to universities. APS delays are the most common reason Indian students miss their target intake.

Available if you have completed one full year of a Bachelor's degree at a recognised Indian university in a related subject. Your German university admission is directly into the first or second year of the degree.

Requirements: APS certificate, 70% in Class 12, one successful academic year at an Indian university, IELTS 6.5 or equivalent for English-taught programs.

Non-obvious point: completing one year of Bachelor's in India no longer compensates for a Class 12 score below 70%. Both conditions must be met independently.

Route 2 - Studienkolleg

CBSE is a 12-year schooling system. German universities typically require 13 years of schooling. This one-year gap is bridged by Studienkolleg, a preparatory course offered at German universities before the main degree begins.

Studienkolleg adds approximately one year to the total study duration. It is taught in German. This route requires the 70% threshold and a reasonable level of German language proficiency, typically B2 level, before the course begins.

Germany does not treat every Indian university as equal. Before your degree, or your one completed year of a Bachelor's, counts toward a German admission, the institution must be recognised in Anabin - the official German database of foreign higher education institutions, maintained by the Central Office for Foreign Education under the Standing Conference of Education Ministers (KMK). You can check any institution yourself (Anabin institution database).

Every listed institution carries one of three status codes. This is the single most overlooked gate for Indian applicants, and it can decide a case even when the 70% and the funds are both in place.

  • H+ : the institution is recognised. Degrees from it are accepted for German university admission and for APS. This is the status you want.
  • H- : the institution is not recognised as equivalent to a German higher education institution. A degree from an H- institution is not accepted for admission. This is a hard stop, not a soft risk.
  • H+/- : the institution is only partially recognised. Whether it counts depends on the specific degree, programme, or year of study. Acceptance is conditional and must be confirmed case by case before you commit money or time.

Operational Insight

Check your institution in Anabin before you pay for APS or apply to any German university, especially if your Bachelor's is from a private or deemed Indian university. Many Indian state universities are H+, but a number of private and deemed institutions sit at H+/- or H-. A 75% degree from an H- institution does not open Germany. The recognition status of where you studied can override an otherwise strong profile.

IELTS, PTE, and Duolingo - What the German Consulate Actually Accepts

For English-taught programs, universities in Germany accept IELTS, PTE, and Duolingo English Test for admission. On paper, all three are valid.

The visa reality is different.

Data from student visa processing at the German consulate in India shows a negative trend for PTE and Duolingo at the visa stage. While these tests satisfy university admission requirements, consulate officers have been applying additional scrutiny to applications where PTE or Duolingo is the only English proof submitted. Visa refusals and requests for additional documentation are more frequent compared to applications supported by IELTS.

IELTS remains the most consulate-accepted proof of English language proficiency for Indian students applying for a German student visa. If you have a choice between tests, IELTS is the lower-risk option.

Practical guidance: if you have already taken PTE or Duolingo and received admission, do not panic. Your application can still proceed. But if you are planning your test now, take IELTS. The admission process and the visa process are evaluated by different bodies with different standards. Optimise for the visa, not just the admission.

Operational Insight

Non-obvious point that most guides miss: an English-medium school certificate from India is not accepted by German consulates as proof of English proficiency for the student visa even if the university conditionally accepts you without a test. You need a recognised test certificate regardless of your schooling background.

The Blocked Account - The Real Financial Requirement

For 2026, the German blocked account requirement is EUR 11,904 per year. This is EUR 992 released per month. The amount increased from the previous EUR 11,208 and applies to all visa applications from January 1, 2026.

This is mandatory. It cannot be substituted with a bank balance letter, fixed deposit statement, or loan sanction letter. The funds must be in a German blocked account with an approved provider before the visa is processed.

Approved providers include Expatrio, Fintiba, and Coracle. Each charges a one-time setup fee of approximately EUR 50 to EUR 150. Factor this into your total financial planning.

If you extend your residence permit in Germany, the EUR 11,904 requirement applies again for the new 12-month period.

The blocked account is separate from your travel costs, health insurance deposit, and first month accommodation. Total funds needed before departure typically exceed EUR 14,000 to EUR 16,000 for a comfortable start.

Study Gap and Germany - What Is Acceptable in 2026

A gap of 1 to 2 years is generally accepted for undergraduate applications to Germany. Gaps up to 5 years can be managed with strong documentation.

What strong documentation means: a detailed CV explaining the gap with evidence of purposeful activity. Language learning, relevant work experience, internships, or professional development all strengthen a gap explanation. An undocumented idle gap weakens an otherwise strong application.

Gaps beyond 5 years can complicate visa approval even if the university accepts you. In these cases a very strong statement of purpose is required and outcomes are less predictable.

Using a gap year to reach B2 or C1 German significantly improves your Germany prospects. It is one of the most productive uses of a gap year for a student targeting Germany specifically.

Realistic Timeline for a CBSE Student Targeting Germany

This is where most students underestimate the process.

Minimum timeline from decision to departure: 10 to 14 months.

  • Month 1 to 2: Initiate APS process. Gather documents. Book interview.
  • Month 2 to 3: APS interview and processing. Wait for certificate.
  • Month 3 to 4: University application submission. German universities have hard deadlines. January 15 for Summer Semester. July 15 for Winter Semester.
  • Month 4 to 6: Admission decision received.
  • Month 6 to 7: Open blocked account. Arrange EUR 11,904 plus setup fees.
  • Month 7 to 9: Visa application submission. Processing takes 6 to 12 weeks.
  • Month 9 to 11: Visa received. Pre-departure preparation.
